Niagara Regional Police Detective Sergeant Shane Donovan filed a second lawsuit, this time for $2.5 million, against Ontario’s Special Investigations Unit, its former director and the Crown Law Office.
Det. Sgt. Donovan’s lawsuit seeks damages from the SIU for a negligent investigation that violated his Charter rights and resulted in a false arrest.
It’s no secret where I stand on this.
I fully support Sgt. Shane Donovan and hope he wins this lawsuit too.
Det. Sgt. Donovan previously filed a $2 million lawsuit against Niagara Regional Police and Constable Nathan Parker because
“The Defendant board knew or ought to have known from past conduct of the Defendant Parker that this officer was violent, insubordinate and dangerous. As such they knew or ought to have known by their omission to take steps against the Defendant Parker that he could and would cause egregious harm and violence to others including members of the public and his fellow officers.
The Defendant board had ample notice and information about previous violence of the Defendant Parker yet wholly failed in protecting the public and/ or fellow officers and the Plaintiff Donovan.”
Constable Nathan Parker is a thug. There is no other way to put it. He’s an out-of-control thug with a badge and gun who should have been fired a decade ago. A brief outline of his violent past is below:
2003: Constable Nathan Parker assaulted Wayne Penner inside a courtroom. Ten years after the assault, Penner won a Supreme Court judgment against Parker.
2006: Constable Parker was found guilty of using excessive force after he pepper-sprayed a teenager who was handcuffed in the back of his police cruiser.
2008: While off duty, Constable Parker threw a cyclist to the ground in a violent arrest not even Parker’s superior officer, Staff Sgt. Chris Scotland, could stomach. Scotland ordered Parker to drop the charges and release the cyclist unconditionally.
2011: Niagara Regional Police Constable Nathan Parker faces the music
2019: Nathan Parker is charged with attempted murder of a peace officer, assaulting a peace officer, assault with intent to resist arrest, and assault with a weapon.
The CBC eventually got around to doing their job after ignoring Nathan Parker’s police brutality case for the past 16 years.
The Fifth Estate interviewed a wide range of witnesses to Constable Parker’s abusive past for their episode titled “Policing the Police” – wherein they take the Niagara Regional Police Service to task for their refusal to remove a violent and dangerous man from their roster.

Niagara taxpayers are now on the hook for possibly $4.5 million. Parker, SIU investigators, and the NRPS HR personnel ought to be personally liable for some of that.
I suspect that Parker suffers from steroid rage since he has the physique of a body builder. I bet he has used steroids for decades while building up his body and that’s why he flys off the handle so often.

Its no secret that the Crown ‘Service’ is an anachronism that needs serious reforms. They do not live up to their stated mission on their public title page.
I also support Donovan. Sadly, either way – win or lose – it is we who are the real victims since it is our money that will be used to defend Parker and the SIU culpability, and a whole lot extra to pay Donovan if he wins. I just have one question though. Is Donovan really that bad a shot?? But then, Parker was apparently wearing a bullet proof vest…..
