Liberal Firearm Confiscation Scheme Proves Deadly for Temp Agency

Public Safety Minister Bill Blair keeps stepping in steaming piles of dog poo with his proposed Firearm Confiscation Compensation Scheme.

Minister Blair is 0-3 at finding a scapegoat for seizing and destroying legal firearms from licensed, RCMP-vetted firearm owners.

Conversely, Minister Blair is 3-0 at leaving illegal guns in the hands of drug dealers, gangs and other violent criminals.

It doesn’t have to make sense. It’s government policy.

First, Minister Blair issued a tender and listed 15 companies he wanted to apply. They declined his offer.

Then he issued a private Request For Proposal (RFP) but did so in secret. CSSA found out about it and published the private RFP, much to Minister Blair’s chagrin, I’m sure.

Yesterday we learned that three companies were asked to respond to the RFP. Only one of them did but but this news was kept hidden from the public.

While that process played out in the background, Minister Blair issued a second tender and listed 15 more companies he wanted to apply. As with the first tender, every single one of the them declined the Minister’s offer of tens of millions of dollars in free government money.

On October 20, 2020, Conservative MP Blaine Calkins asked the Minster of Public Safety the following question (View PDF):

With regard to Public Safety Canada’s Request for Proposal (RFP) 202101232-1 Project Manager for Firearms Buyback Program:

(a) what was the

(i) publication date,
(ii) closing date,
(iii) competitive procurement strategy;

(b) if the closing date in (a)(ii) has passed,

(i) what were the name of the vendors that submitted a proposal,
(ii) what was the name of the vendor selected; and

(c) if the government contacted vendors to request they submit a proposal,

(i) what was the name of the company solicited,
(ii) the date of the initial contact,
(iii) the reason the vendor was selected for solicitation?

On December 7, 2020, Joël Lightbound, Parliamentary Secretary to the Minister of Public Safety, issued a response on behalf of Minister Bill Blair. (View PDF)

Mr. Lightbound revealed that Altis Human Resources (Ottawa) Inc. was the lone respondent to the private RFP issued by Public Safety.

Altis Human Resources (Ottawa) Inc. is a temp agency. Their only expertise is in placing qualified individuals with employers.

They are not a project management company. They had nothing to do with Bill Blair’s Firearm Confiscation Compensation Scheme beyond fulfilling a staffing request on behalf of Public Safety Canada.

This nuance was either lost or misinterpreted, and Altis Human Resources Inc. found their Facebook page flooded with complaints and angry comments about their involvement with the program.

Within 24 hours of their name becoming publicly associated with the Liberal government’s Firearm Confiscation Compensation boondoggle, temp agency Altis Human Resources Inc. cancelled the contract and issued a public statement distancing themselves from the firearms issue entirely:

Regarding the release of false and misunderstood information earlier today, Altis Recruitment would like to clarify that we have nothing to do with the program, legislation, implementation or policy regarding firearms in Canada or anywhere else.     It’s dismaying the garbage that appears on FaceSurveillanceBook. While I’m certain the nastiest comments were posted by Lieberals to make our side appear to be what they characterize us as, there are many on our side incapable of restraining their anger or putting it into constructive action.

    Now, why does Altis say to contact an MPP? It’s federal law.

    These folks are headhunters… an industry with reputation that rivals car salesmen and politicians.

    It bears repeating again and again: When guns are outlawed, only outlaws will have guns.

    Dictatorships have always confiscated the citizens’ weapons. It’s the only way they can spread their tyranny unopposed.

    What Blair does next is anyone’s guess. He’s probably dismayed that nobody caved, so he’s likely to double down. That’s what tyrants do. It seems to be in their DNA.

    Kettlin’ Bill could just hand over the whole gun confiscation program to Global Affairs Canada (GAC) and their Chinese People’s Liberation Army (PLA) friends. The PLA is already here anyway, playing silly buggers in the snow with DND/CAF.

    Now imagine the PLA executing a Canada-wide door-to-door gun grab.

    This latest gun grab is part of a long standing issue of anti gun policy by the Liberal government. By constantly bombarding the public with anti gun legislation, they hope to create a long term political situation where legal firearms become as unacceptable as cigarette smoking is now. Politics being the “art of the possible” and using the strategy of “two steps forward, one back”, they hope to achieve this over the objections of millions of honest, and law abiding legal gun owners.

    However, what they fail to realize that in doing so they are branding themselves as the party that doesn’t trust the very people they were elected to govern. That in itself, makes them totally unfit to govern….
